Casino

FHNA was asked to provide input on the prioritization of casino local impact funds for fiscal year 2015. Projects were categorized into six buckets. Residents were asked to complete a brief online survey, and the results are available here.

Below is more information on the categories as well as what the funds may be used for.

Categories of Funding (more detail on these categories can be viewed HERE)

A-    Workforce Development – Mayor’s Office of Employment Development will establish an Employment Connection Center for the Casino Planning Area to facilitate job connections, access to 21st century skills in high growth areas and adult literacy for local residents.

B-    Community-Run Sanitation, Public Safety, & Code Enforcement Program – Establish an ongoing neighborhood-run sanitation, beautification, and maintenance program. As funding permits, begin to hire local residents. Expanded City Government Public Safety, Sanitation, and Code Enforcement Beyond the Immediate Casino Area. Increased foot patrols and mobile police force around casino site and within impacted neighborhoods. Surveillance cameras and fiber optic infrastructure. Vice Squad enforcement. Permit enforcement, special event enforcement, traffic enforcement.

C-    Transportation – Signage, resurfacing or rehabilitation of key streets and sidewalks, bicycle lanes, trailsystem, shuttle service, lanes and signals, public art.

D-    Recreation & Parks – Tree Planting: Begin a comprehensive tree planting program that would include 2.5 inch caliper trees, two years of watering, maintenance, and warranty. Gwynns Falls Trail Signage: Upgrade as needed. Renovate the neighborhood parks and/or install a new splash pad.

E-    Health & Education – Medical Mile: BCHD, coordinating with community groups and primary care providers, would implement and promote the “Medical Mile” bicycling and walking routes in both the Middle Branch Park and the Gwynns Falls Trail. Earn-A-Bike: Start a summer program to promote bicycling and physical activity among teenagers in neighborhoods that have high cardiovascular disease rates and related conditions. Education Campaign: community public service education campaign for citizens to better understand the upcoming project and effects on community.

F-     Economic Development – Financial Incentives for Businesses: Develop a plan to offer financial incentives to attract new developments, for employment of district residents, and for development and expansion of local businesses. Provide limited funds in FY ‘15 if available. Carroll Camden Industrial Park: Study and propose upgrades.

CASINO LOCAL IMPACT FUNDS BE USED FOR IMPROVEMENTS IN THE COMMUNITIES IN IMMEDIATE PROXIMITY TO THE VIDEO LOTTERY FACILITIES AND MAY BE USED FOR THE FOLLOWING PURPOSES:
(1) INFRASTRUCTURE IMPROVEMENTS;
(2) FACILITIES;
(3) PUBLIC SAFETY;
(4) SANITATION;
(5) ECONOMIC AND COMMUNITY DEVELOPMENT, INCLUDING HOUSING; AND
(6) OTHER PUBLIC SERVICES AND IMPROVEMENTS.
